What makes effective regulation of quality of care in the NHS?

When England set up the Commission for Health Improvement, it looked to OFSTED as the model. Gwyn and Jocelyn Cornwell argued that regulating quality of health care requires a different approach, and that there are serious problems with organising inspections on the analysis of routinely collected data. Gwyn knew the regulator from inside: from 2001 to 2004 he directed its Office for Healthcare Performance.
